Authorities Catch 2nd Man Wanted in Timber Theft Case

TITUSVILLE, Pa. – Sources say a Titusville man who was wanted by State Police for illegal timber sales has been apprehended on Van Camp Lane, in Oil Creek Township, Crawford County.

According to a published article in Erie Times, 49-year-old Steven M. Marchand, of Titusville, was taken into custody on Tuesday by the US Marshals Western PA Fugitive Task Force and the Pennsylvania State Police.

Police accuse Marchand and 34-year-old David A. Kapellusch, also of Titusville, of illegally selling the timber rights to properties in Crawford and Venango counties.

The two stole $310,500.00 in the year-long operation of illegal timber sales, according to officials.

He has been charged with the following offenses:

4 counts of Theft By Deception – False Impression, Felony 3
4 counts of Conspiracy – Theft By Deception-False Impression, Felony 3
2 counts of Forgery – Unauthorized Act In Writing, Felony 3
2 counts of Conspiracy – Forgery – Unauthorized Act In Writing, Felony 3
4 counts of Identity Theft, Felony 2
4 counts of Conspiracy – Identity Theft, Felony 2

Unable to post $50,000.00 bail, he is lodged in the Venango County jail.

A preliminary hearing is scheduled for 8:30 a.m. on January 8 in front of Magisterial District Judge Andrew F. Fish.
